South Worcestershire Development Plan Review

Important public consultation on the Preferred Options


A 6 week public consultation is underway until 5pm on Monday 16th December 2019. You can make your views known as follows:

  • Post a written response to South Worcestershire Development Plan, Wychavon Civic Centre, Queen Elizabeth drive, Pershore, Worcs. WR10 1PT
  • Attend a local exhibition:
    • Droitwich old library centre Thursday 14th November 2019 2pm -8pm
    • Worcester Guildhall Saturday 16th November 2019 10am – 4pm.

Toad on behalf of the parish council will make a response, but you may wish to give your individual views on Wychavon’s proposals generally and on their chosen site in Ombersley.


In brief, the 2016 South Worcestershire Development Plan (SWDP) is undergoing a Government required review to cover the period up to 2041. This local plan ensures they can plan for new homes and jobs in the right places, and governs planning applications. The Government have indicated that Worcestershire needs to build an additional 14,000 new homes by 2041, above those already planned in the 2016 local plan. A further 140 hectares of employment and retail land also need to be identified. A future Ombersley and Doverdale Neighbourhood Plan, once completed, approved by yourselves and adopted by Wychavon, will sit alongside the new SWDP in determining future planning applications.

The SWDP review preferred options documentation indicates where it is proposed these homes and employment land should go

I am highlighting just some of the detail which may be relevant to you here:

  • A new settlement of 5,000 homes at Worcestershire Parkway with 60hectares of employment land
  • A new settlement of 2,000 homes at Throckmorton Airfield
  • Expanded settlement of 1,000 homes and 10 hectares of employment land at Rushwick
  • 730 new homes in Droitwich
  • 810 homes around Worcester
  • 900 homes in villages throughout Wychavon
  • 60 new homes at Tenbury
  • 790 homes divided between category 1 villages, such as Ombersley
  • Ombersley has been allocated a potential of 28 homes on the site behind Sandys Road (our second choice on the Toad survey). N.B This is in addition to the sites already allocated at The Racks and Woodhall Lane in the 2016 SWDP
  • Hallow allocated 49
  • Hartlebury allocated 59
  • Bevere 101
  • Clifton upon Teme 36
  • Great Witley 44
  • Martley 71

Once comments have been taken into consideration, the first draft of the SWDP review publication is anticipated in Autumn 2020, it is then subject to examination and it is hoped it may be adopted by Autumn 2021.

If you feel that you would like to help, we need volunteers. The Parish Council cannot do this by themselves.  We need help with planning, communications, secretarial support, data analysis, IT and graphic design, and we will need help for manning drop-ins, coffee mornings, leaflet posting, photography and so on.
