Neighbourhood Plan Update - October 2020

Work on the Neighbourhood Plan has been continuing throughout these troubled times and we now find ourselves with an initial draft plan.

It has been written taking in to account the evidence sourced by the steering groups and all the comments you have kindly given us in surveys and meetings since our first meeting in St. Andrew’s Church on 2nd November 2017.

Public Consultation

Our draft plan is now open for public consultation from October 5th until November 30th to enable you to make comments. Sadly, due to Covid-19 restrictions we are unable to present the plan in a public meeting nor hold drop-in coffee mornings. However, we have been given a small extra grant to enable us to notify every household and business on how to view the document and make comments.

The draft plan can be viewed here on the TOAD website and there is a prepared form for your comments also accessible here. However, for those unable to obtain access this way a hard copy of the draft and/or a comment form can be printed off for you by contacting Susan Collier, email This email address is being protected from spambots. The plan is quite a lengthy document as it is intended ultimately to help influence local planning decisions and will be viewed alongside national and local Worcestershire guidelines in submission assessments. We hope you will find it of interest.


In summary, based on the evidence gathered and your answers over the last 3 years in surveys etc., we have a Vision Statement with objectives and 14 planning policies for our parish covering such subjects as future housing, design, our landscape and environment, local business and renewable energy.

You will be aware that we decided not to put forward a specific additional housing site, due to difficulties in identifying a deliverable, acceptable and accessible one. The only site currently awaiting housing, in addition to the site under construction at the Racks, is at Woodhall Lane. The latter was allocated under the South Worcestershire 2016 local plan, and a policy is included in our neighbourhood plan as to how it should be developed.

It is quite possible we will have future allocations as the local plan is reviewed, and so we have included policies on what housing is preferred from the answers given in the survey and from housing needs assessments sourced in the plan preparation.

All comments must be received by 5pm on November 30th 2020 for them to be taken in to account. We value your opinions and look forward to hearing your feedback comments.


At the end of the consultation period the draft plan will be revisited taking into account your comments before submission to Wychavon for further assessments prior to, hopefully, a community referendum next year.

Calling all Volunteers

If you feel that you would like to help, we need volunteers. The Parish Council cannot do this by themselves.  We need help with planning, communications, secretarial support, data analysis, IT and graphic design, and we will need help for manning drop-ins, coffee mornings, leaflet posting, photography and so on.
